An estimated $270 million in federal funding was left on the table when Illinois lawmakers didn’t vote Wednesday on a measure to create a state-run health insurance exchange.A bill sponsored by state Rep. Robyn Gabel, D-Evanston, that would guarantee future funding for the exchange by taxing insurers didn’t get a full vote in the Illinois House before the session ended, effectively killing the measure for the year
